When official compliance sources conflict
Direct answer: Disclara does not silently choose between materially different versions issued by the same authority. It records each observed version, format, retrieval time and content hash. If an active conflict applies to the scenario, automatic approval stops and the result becomes SOURCE_CONFLICT — HUMAN_REVIEW until an accountable reviewer records the interpretation.
Applies when
The same authority exposes materially different wording for the same rule across web, PDF, API or dated editions, and that difference can change the decision for the selected market and use case.
Does not apply when
Formatting changes do not alter meaning, versions have non-overlapping effective windows, or an authoritative correction clearly supersedes the earlier text and the resolution is preserved.
